Description: A global, admin-managed catalogue of pricing units (e.g. "Kč/MWh", "Kč/m³", "Kč/den"). Referenced by contractItem to specify the unit a price is expressed in, constrained per contractItemType via contractItemAllowedTypeRate.

Note — no tenantId (deviation #17). This entity intentionally has no tenantId — the set of available pricing units is global and superadmin-managed, same as contractItemType.
