Enum — ConfigValueType
Concept layer — frozen. The Config Store generic. Nothing here is written by a normal playbook run; a project's own feature analysis is the live document and takes every edit. This layer names no project and links to none — the dependency runs one way, from an application to its concept.

The set is extensible by the project, not closed: a project adds the types its values need (an identifier type, a boolean, an enumeration) and records them on its own enum page. Whatever the type, the stored configValue is a string — a boolean type interprets the literal strings true and false, it does not change the column.
